Before the votes, the councillors will be informed of several prefectoral decrees of compulsory mandate taken between December 2025 and June 2026. An important financial component

The first point concerns allocation of the 2025 resultthat is to say, how the surplus or deficit recorded at the closing of the previous financial yearElected officials will also have to vote on... uncollectible debts Certain sums owed to the local authority but which can no longer be recovered will be officially removed from the accounts. Debt write-offs, which correspond to sums set aside in case of risk of non-payment, will also be updated.

The Council will then examine the program authorizations and payment appropriations (PA/PA)These measures allow for the planning of major investment expenditures for the 2026 fiscal year. Accounting adjustments for prior fiscal years will also be proposed.

Another financial point: the contribution of the Community to the budget of Territorial Fire and Rescue Service (STIS 978) for 2026. The central issue will then be the 2026 supplementary budget, which allows you to adjust the initial budget voted on last March, based on the now known income and expenses.

Taxation and projects in Sandy Ground

The elected officials will also have to adopt the framework of tax reform and create a commission tasked with working on this issue.

Two deliberations also concern the land in Sandy GroundThe local authority proposes to have acquired by the Public Land Establishment Terres Caraïbes several plots of land, to allow in particular the construction of a public facilities including parking and a cultural centerThe same system is being considered for plots originating from “Beauperthuy” estates, in order to preserve them and prepare them for future use.

The Council will also decide on the handling of the travel expenses of members of Economic, Social and Cultural Council (CESC) within the scope of their duties, as well as under an agreement with the SEMSAMAR to promote the integration of people far removed from employment into public procurement.

Several cases concerning elected officials

Finally, a resolution must be passed to regularize the allowances received by elected officials representing the Collectivity on the board of directors of Semsamar and repeal a previous 2023 decision on the subject.

The last four points concern the granting of the functional protection to Alain Richardson, Bernadette Davis, Dominique Democrite Louizy, and Michel Petit, all vice-presidents of the Territorial Council. This mechanism allows a local authority to provide protection to an elected official when they are prosecuted or threatened in the course of their duties, under the conditions stipulated by law. The four elected officials are also summoned with Louis Mussington in court from Marigot, in October, for alleged acts of favoritism and embezzlement of public funds.

The session is open to the public. It can also be followed remotely, as the local authority usually broadcasts the sessions. live on his Facebook.
