The Louis Constant Fleming hospital center, following the launch of its publication procedure for the recruitment of medical positions for the year 2023, has not found doctors able to fill the positions still vacant in the establishment, even after a second round of publication carried out for the year 2022, particularly for a versatile psychiatrist.
Following the publications that remained unanswered, the interim director of the Louis-Constant Fleming Hospital Center attests to the difficulties in recruiting doctors in certain specialties for which a shortage is noted at the national level. A summary table of vacant positions for which recruitment requests by type of discipline have not been met is provided in support of the application file for the introduction of foreign labor and work authorization for a versatile psychiatrist.
The management of the Louis Constant Fleming Hospital Center, supported by the general management of ARS Guadeloupe Saint-Martin and Saint-Barthélemy, argues that this is the reason why the government authorized until December 31, 2025, by decree No. 2020-377 of March 31, 2020, the recruitment of practitioners with diplomas from outside the European Union (PADHUE) in certain overseas communities including Saint-Martin.
By decision of the executive council of September 7, 2023, a favorable opinion was issued to the application file for the introduction of foreign labor and application for employment of a foreign worker presented by the Louis Constant Fleming hospital center in a doctor of Mauritanian nationality, as a versatile psychiatrist, full-time practitioner within the establishment.
