GREAT BAY--Member of Parliament Veronica Jansen-Webster has officially written to the Ministers of Justice and Finance, urging them to address the financial and social challenges faced by foster parents and children on St. Maarten. Her proposal calls for an increase in the foster care stipend and the development of facilities to support vulnerable youth transitioning out of the foster system.
In her letter to Minister of Justice Nathalie Tackling and Minister of Finance Marinka Gumbs, MP Jansen-Webster highlighted the urgent need to improve conditions for foster families and children, noting that the current monthly allowance of XCG 250 per foster child has not been adjusted for many years and no longer reflects the true cost of care.
“Our foster parents play an essential role in providing safe, nurturing homes for children in need. However, the financial burden has become too heavy,” Jansen-Webster stated. “By adjusting the stipend to reflect today’s economic realities, we can make it easier for more families to open their homes, giving our children the stability and love they deserve.”
MP Jansen-Webster has proposed a phased increase in the foster care allowance:
• XCG 50 increase in 2026
• XCG 75 in 2027
• An additional XCG 75 in 2028
Beyond financial support, Jansen-Webster also called for the creation of a guided living facility or group home for non-violent youth and young adults who age out of the foster system at 18. Such a facility, she said, would provide structure, guidance, and opportunity for those transitioning into adulthood.
“As the Governor rightly stated during the opening of Parliament, Sint Maarten lacks sufficient group homes for our young people. Investing in these facilities and supporting foster parents is an investment in the future of our island,” she added.
MP Jansen-Webster reaffirmed her commitment to working with both ministries to ensure these proposals are considered in the 2026 budget discussions and to continue advocating for policies that strengthen families and protect children.
“Our children are our future. Supporting them means supporting the social fabric of Sint Maarten,” concluded Jansen-Webster.
