GREAT BAY--Prime Minister Dr. Luc Mercelina on Friday commended the Bureau Telecommunications and Post St. Maarten (BTP) for unveiling its Strategic Roadmap2025–2030, describing it as “a declaration of intent” that sets the tone for a more transparent, innovative, and digitally resilient St. Maarten.
Speaking at the unveiling ceremony at the Seaview Beach Hotel, Dr. Mercelina praised BTP for fifteen years of dedicated service to the country’s communications and postal sectors. He called the launch “a moment of reflection and renewal” and underscored BTP’s continued importance in fostering fair regulation, consumer protection, and national connectivity.
“This is a moment of reflection and renewal, a celebration of fifteen years of progress and a bold step toward shaping the future of Sint Maarten’s digital and regulatory landscape,” said Prime Minister Mercelina.
The Prime Minister lauded BTP’s leadership for creating a roadmap that not only responds to emerging technologies but also strengthens institutional capacity and the ease of doing business.
“This roadmap is more than a strategy, it is a declaration of intent. It signals that Sint Maarten is ready to embrace digital transformation while maintaining strong, fair, and transparent regulatory systems,” he said.
Dr. Mercelina emphasized that the initiative aligns with the government’s broader national development goals of building a digitally empowered, economically diverse, and resilient country.
“By ensuring that policies are practical, transparent, and future-oriented, we are creating the foundation for sustainable growth and for strengthening investor and public confidence alike,” he added.
The BTP Strategic Roadmap introduces clear operational and governance priorities, including:
• Unit-level task lists: Each BTP department receives defined actions, timelines, and performance measures.
• Documentation and audit trails: Standardized templates for decision-making, tariff reviews, and project files.
• Transparency and public confidence: Regular public summaries that explain methods, inputs, and results in plain language.
• Skills and training: Targeted capacity-building for staff in postal operations, telecommunications regulation, and utility tariff review.
These elements are designed to make progress traceable, maintain complete records, and allow citizens to understand what BTP is doing and why. The Prime Minister noted that such measures embody the government’s values of good governance, accountability, innovation, and inclusivity.
“Together, we can build a Sint Maarten where progress and regulation move in harmony, where innovation thrives, and where opportunity is accessible to all,” he said.
As part of its workforce development goals, BTP is also encouraging students and professionals to consider careers in postal and regulatory sectors, including roles in finance, data analysis, legal and compliance, postal operations, and technical project management.
Prime Minister Mercelina further highlighted that partnerships between government and institutions like BTP are essential as St. Maarten adapts to rapid technological change, citing developments in artificial intelligence, cybersecurity, and digital infrastructure.
“The Government of Sint Maarten is committed to partnering with institutions like BTP to ensure that our country remains at the forefront of innovation while safeguarding our digital sovereignty and economic stability,” he stated.
In closing, Dr. Mercelina congratulated the management and staff of BTP on their achievements and expressed confidence that the new roadmap will strengthen collaboration across the public and private sectors.
