The Hague:— The Caribbean Reform and Development Act (COHO) is contrary to the Statute for the Kingdom. This is stated by the Council of State, which therefore advises State Secretary Knops (BZK) not to present the bill to the parliaments of the four countries in its current form because it ‘falls short’.
