Carty: All SZV bills were paid to the Observatory | THE DAILY HERALD

MARIGOT–Social and Health Insurances SZV Director Glen Carty said Tuesday there are no outstanding bills owed to the Louis-Constant Fleming Hospital for the treatment of Dutchside patients as far as he is concerned.

“All the bills were paid to the St. Martin Health Observatory,” he confirmed. “Now if that money was not passed on by the third party or other intermediary, that I don’t know, and that can lead to suspicion of misappropriation, fraud, or whatever. And that’s what it looks like to me at the moment, a collection issue. We have to wait and see. But we have not had anyone contacting us.”

Carty was commenting on whether SZV has outstanding bills exceeding 300,000 euros as suggested by a website. He said the idea of the Health Observatory when it was established to enhance health care and share skills and resources between the two hospitals “seemed a very good idea” and moreover fostered a good working relationship.

One of the functions of The Health Observatory of St. Martin Association launched on August 22, 2014, with a signed agreement, was to embark on a joint public health study to assess the health situation amongst the population of both sides of the island. It involved interviewing 2,000 residents on the Dutch side and 2,000 on the French side.

The project, a joint initiative of the Collectivité of St. Martin, the Government of St. Maarten, and the Louis-Constant Fleming Hospital, was financed by European INTERREG IV Caribbean funds.

“The mission of the Health Observatory is to conduct public surveys and health studies on the both sides of the island in order to inform local institutions on priority needs for the population,” Observatory President Louis Jeffry explained at the time. “The Health Observatory must facilitate the establishment of a mapping of chronic diseases and put in place adapted treatments and patient care protocols.

“Because of the very important mission of the Health Observatory, the Collectivité and the Government of St. Maarten are determined to see the results of this cooperation project.”

The management of Louis-Constant Fleming Hospital declined to comment on the detention of a prominent doctor on Monday for questioning.
