Collectivité clarifies role of anti-corruption agency audit   | THE DAILY HERALD

 

MARIGOT–Following publication in the French-side press of a document from L’Agence Française Anticorruption (AFA) informing President of the Collectivité of the implementation of an administrative audit in accordance with Article 3 of Law No. 2016-1691, the Collectivité confirms that this control is indeed in progress and wishes to provide the following clarifications.

  This control is a standardised administrative audit designed to assess the existence, quality and effectiveness of the procedures implemented by the Collectivité to prevent and detect acts of corruption. All Collectivités without exception can be subject to this type of control. Under no circumstances was it carried out by referring to a particular case or targeting particular persons.

  The Collectivité staff on the confidential list, wrongly published by the media, were selected by the AFA in view of their position in the Collectivité’s administrative organisation chart and the background information and official documents they may be able to provide as part of this audit. Their integrity is at no time questioned.

  In the same way as the other controls to which the Collectivité has already been subjected (reports of the Territorial Chamber of Accounts), the AFA report will analyse the current functioning of the territorial administration and will formulate recommendations on the means to be implemented to guarantee optimal control of the use of public funds.

  The Collectivité also points out that the documents requested by AFA have already been discussed or transmitted during the various controls mentioned above. AFA controllers will be on the territory for a period of one week, the Collectivité will be at their disposal and will transmit the requested information, the ultimate objective being to improve the public service and to respond to stricter control procedures in force.

  It is once again regrettable to see the publication of an internal Collectivité document without providing the necessary background information to enable public opinion to assess the current situation at its true value.
