MARIGOT–The Collectivité’s second newsletter is currently available to the public and for download in a High Definition (HD) version from the Collectivité’s website www.com-saint-martin.fr.
The e-newsletter closes off 2018 and while focusing on the continuing reconstruction of the territory, particularly schools and sports facilities, it also reveals some new projects starting in 2019.
The development of the courthouse and Post Office area on Rue de la Liberté is one such project that also includes beautification of the area around the Methodist Church on the opposite side of the courthouse.
Beautification of the whole area is budgeted at 1.1-million euros and involves planting three new trees to provide more shade while keeping the existing four trees, adding more park benches and an exterior awning for the Post Office.
Parking will still remain limited, except for priority vehicles, as more space is available on the waterfront.
The bigger project, however, concerns the Methodist Church which will be renovated, the low wall removed and the immediate area landscaped on both sides.
The Agrément roundabout is up for a re-design and re-positioning as studies have shown some design mistakes were made when it was originally constructed. It was noted during new studies that the roundabout handles an average of 12,000 cars daily. The plan is to move the roundabout further west, close to the area that is currently littered with car wrecks and other abandoned equipment.
There are plans to improve the traffic flow at the crossroad intersections of Rue de Hollande with Hameau du Pont and at the entrance to the Howell Center. This project is budgeted at 590,000 euros and is scheduled to start this year, the work lasting for six months.
Also parallel to Rue de Hollande at the Louis Vanterpool Stadium, there is a project there to make a pedestrian thoroughfare that will run up and all the way through the Nina Duverly School which by that time will have been demolished. The former Nina Duverly School may become the site of the Collectivité’s “Cité Administrative,” the newsletter suggests.
Enlarging the pavements on Rue de Spring which is heavily congested with traffic, school buses, etc. and hundreds of students who spill out of class each day, is also envisaged.
Meanwhile issuing of the temporary occupation permits AOT for the owners of the “carbets” on Orient Beach is in progress. This time around the Collectivité is not financing the construction of each individual restaurant or boutique but instead will be only responsible for the infrastructure: water, electricity, lighting, sanitation, etc. According to the newsletter, the restaurants and boutiques will be housed in a kind of mobile container which can be moved in the event of an approaching hurricane. The idea of a temporary module is also going to apply in the new plan for the “lolos” on the Marigot waterfront.
The new “Organica” wastewater treatment plant in French Quarter should be put into operation in January 2019 and can be visited by schoolchildren and the public. The project combines economic, environmental and social objectives while preserving and enhancing the fish pond (Etang aux Poissons) managed by Réserve Naturelle. Future plans include making the pond area into a leisure park for activities such as Kayaking.
