MARIGOT–President Daniel Gibbs responded on Monday to the blockade that was erected at the Central Kitchen entrance in Grand Case on Friday.
“On Friday, November 30, 2018, a blockade of the Caisse Territorial des Oeuvres Scolaires CTOS premises took place. It does not fall within the scope of the laws governing the right to strike, as no notice had been given,” Gibbs said in a communique. “This movement, at the initiative of the UTC/UGTG union, follows the sending on November 23, of a letter from CTOS President Pascale Alix-Laborde to 16 current agents, informing them that they will have to definitively cease to exercise their functions with CTOS at the end of this month.”
“In my capacity as guardian of the CTOS, I was obliged to terminate all the contracts of the parties concerned as of November 30, 2018. This difficult decision follows a working meeting held on October 9, 2018, at the Préfecture, and in accordance with commitments I had to make to the State and its representatives.
“Nevertheless, I wanted to maintain dialogue with the above-mentioned trade union organisation. I therefore agreed to a meeting with UTC/UGTG on Thursday, November 29.
“On that occasion, I explicitly recalled the difficult budgetary situation of the CTOS, the harsh conclusions of the report from the Territorial Chamber of Accounts on the management of the Collectivité and its satellite departments between 2007 and 2016, as well as my inability, at that stage, to recruit these agents directly.
“I also reminded the relevant departments of the Employment Office of my approach, so that each agent is guaranteed individual and personalised support, particularly in terms of paid training. The objective, which is shared, is to promote a return to employment as soon as possible.”
