ANGUILLA–“The time has come when we must constitute a Rent Court/Tribunal in Anguilla to deal with landlord and tenant relationships­­­­­­. It is the only court in Anguilla that has never been constituted and has never been functional,” said Senior Magistrate Ivenia Benjamin on Wednesday, August 15, during opening remarks of the Rent Commissioners Training Workshop. The three-day workshop is being held at the Magistrate’s Court and facilitated by Yohann W. Henry and assistant Ann M. Lewis.

Government Minister for Housing Curtis Richardson welcomed attendees and thanked Benjamin and her staff for their initiative to further the cause of harmonious living and lifestyle between landlords and tenants on Anguilla. He said, “I applaud both you and your team for revisiting many antiquated laws and regulations, invigorating life into those that are sitting idly on the books, and for rejuvenating arms of the court that were constituted but never functional.”

Benjamin said the workshop would provide training to a cadre of approximately 10 members from the Anguillian professional community willing to serve as Rent Commissioners in the set-up of the new court. Their training will include the calculation and application of “standard rent” and other rental concepts and rules found in applicable legislation such as the Recovery of Rent Act R25, the Rent Restriction Act, and the Recovery of Rent Regulations. They will also update and amend the antiquated and outdated concepts and language found in these Acts.

Enactment of these pieces of legislature through the Rent Court/Tribunal by trained Rent Commissioners will facilitate a timely and equitable mechanism to resolve landlord/tenant disputes, providing safeguards for all parties involved.
