GREAT BAY--Minister of Public Health, Social Development and Labor (VSA), Claret Connor, has announced significant progress in efforts to reform and strengthen the Inspectorate of VSA (IVSA), with proposals now developed to improve the organization's structure, operational effectiveness, coordination and interaction with the public.

The reform initiative has reached an important milestone following the completion of organizational and operational assessments that examined the Inspectorate's current structure and functioning. Based on these assessments, proposals have been prepared to address identified weaknesses and establish a stronger, better-equipped institution capable of carrying out its supervisory and enforcement responsibilities.

Minister Connor confirmed that he has expressed his support for advancing the proposals while the supporting draft legislation undergoes further review. The proposed reforms will also proceed through the necessary review processes before formal decisions are taken.

The Minister explained that the initiative is intended to strengthen the Inspectorate's overall performance and improve coordination across the three areas under the Ministry of VSA: public health, social development and labor.

The reforms are designed to address not only the legal and organizational framework within which the Inspectorate operates, but also the people, internal procedures, communication systems and operational resources necessary for effective supervision and enforcement.

A central component of the reform process involves strengthening the organization internally, with particular attention to employee development, teamwork and professional capacity.

To support this process, IVSA has engaged Inspired Psychology Practice and Consultancy to assist with organizational and team development. The consultancy has already commenced individual profiling and workplace assessments aimed at gaining a better understanding of the organization's personnel, working environment and development needs.

The next phase of this initiative will focus on improving collaboration among employees, promoting shared responsibility and supporting continued professional development.

In addition to strengthening its internal operations, the Inspectorate is working to improve how it communicates and interacts with residents, businesses and other stakeholders.

IVSA has engaged Altus Communications and a website designer to support improvements in internal procedures, stakeholder communication and digital services. This work includes reviewing existing procedures, identifying operational gaps and improving the accessibility and quality of information provided to the public.

An important element of these improvements is the development of a modernized website that would serve as a central point of contact between the Inspectorate and the community.

The proposed website is envisioned as a platform through which residents and stakeholders can access relevant information and submit questions, complaints and concerns directly to the Inspectorate.

This is expected to contribute to a more accessible and responsive institution, while strengthening communication between the Inspectorate and the individuals and organizations it serves.

Minister Connor emphasized that the reform process is being approached comprehensively, recognizing that changes to legislation and organizational structures must be accompanied by improvements in personnel capacity, operating procedures and supporting systems.

The ongoing work is also intended to strengthen the Inspectorate's ability to respond to the changing needs of St. Maarten and improve the effectiveness of its oversight and enforcement responsibilities.

Looking ahead, the Ministry will continue reviewing and refining the proposed organizational structure while advancing the necessary supporting legislation through the appropriate review and decision-making processes.

At the operational level, efforts will continue to strengthen internal collaboration, improve procedures and expand communication with stakeholders.

The Minister also announced that the reform initiative is entering its next phase, which will include the development of a practical implementation roadmap covering activities planned throughout 2027. The roadmap is expected to provide a structured approach to moving the proposed reforms from the assessment and planning stages toward implementation.

While the organizational proposals have been developed and the Minister has expressed support for advancing them, the draft legislation and proposed reforms remain subject to the required reviews and formal decision-making procedures.

Minister Connor indicated that the progress achieved thus far represents an important step toward establishing an Inspectorate that is better positioned to fulfill its responsibilities in public health, social development and labor.

The overall objective, he explained, is to build an institution equipped to respond effectively to the needs of St. Maarten, both now and in the future, through stronger organizational structures, improved professional capacity, more effective operational systems and greater accessibility to the community.
