ARUBA--St. Maarten has signed on to a new regional disaster preparedness project called the StormWatch Initiative, a move aimed at helping Caribbean Overseas Countries and Territories better prepare for hurricanes and other natural disasters. Minister Plenipotentiary Drs. Gracita R. Arrindell signed the agreement during the 21st OCTs-EU Forum in Aruba, where regional leaders and European Union officials met to discuss shared priorities and new partnerships.
Minister Arrindell signed on behalf of the Caribbean OCTs in St. Maarten’s role as Regional Authorizing Officer of the RESEMBID Programme, a regional program that has supported development and resilience projects across 12 Caribbean OCTs. RESEMBID has backed dozens of projects in areas such as resilience, sustainable energy, and marine biodiversity, making it an important platform for regional cooperation.
The StormWatch Initiative is a €3 million regional project focused on improving how Caribbean OCTs prepare for, respond to, and recover from disasters. In simple terms, the project is meant to help countries and territories work together better before storms hit, during emergencies, and after a disaster happens. It is expected to improve planning, communication, and the ability of governments and agencies to respond quickly and effectively.
A major part of the initiative is strengthening early warning systems. That means improving how weather threats and disaster risks are tracked, shared, and communicated, so authorities and the public can act sooner and with better information. The project also aims to improve coordination among the OCTs, which is especially important in a region where countries often face the same storms and climate-related threats at the same time.
For St. Maarten, the initiative is especially relevant. The country remains highly vulnerable to hurricanes and other climate-related hazards, and disaster management continues to be a major national priority. The Government has repeatedly highlighted the need for stronger resilience, more funding, and better regional coordination as climate risks grow more severe.
The signing also fits into a wider discussion taking place between the Caribbean OCTs and the European Union. The Aruba forum, held from April 9 to 14, 2026, served as the main annual platform for talks between OCT leaders, the EU, and member states. This year’s forum included a signing ceremony for key regional initiatives and focused heavily on investment, resilience, and stronger regional partnerships.
By joining the StormWatch Initiative, St. Maarten is reinforcing its commitment to regional action on disaster risk management. The broader idea behind the initiative is clear: small island territories cannot face increasingly dangerous storms alone, and better cooperation, stronger warning systems, and shared planning are critical to protecting lives, infrastructure, and local economies. This is an inference drawn from the initiative’s stated goals and the forum’s regional resilience agenda.
