PHILIPSBURG, Sint Maarten — Minister of Justice V.H.C. de Weever, was wait for the two letters from CCSU (Committee of Civil Servants Union) which he did stated in the Council of Ministers meeting. The letters were in references to the appointment of placement and appeal committee members and last letter stated request approval to repeal the Legal Status. The CCSU did sent the first letters to the Minister of Justice on August 12th, 2019 and the second one on August 16th, 2019. Both letters indicated to the Honorable Minister of Justice whom will be in the placement and Appeal committee, once he signs the legal status. A copy of the letters was also sent to all unions NABP, ABVO and WISCU/PSU. The CCSU, scheduled a consultation meeting regarding those letters with the Minister of Justice and the NAPB and ABVO on friday, Sept 13th 2019 and they were as observant in this meeting

Seeing the fact that the Hon. Minister of Justice had received the green light to do things in the legal way we as unions stand to our point after long 5 hours, rebottling in the above mentioned meeting. The Hon Minister of Justice should have signed off the “Rechtspositie KPSM 2016” in order for the placement process to start in a timely manner, due to the fact that unions had waited for 9 years to see this happen and for them, this is very tiredly and it has been dragged to long for no reason. They are going in to the 10th year we don’t see no apparent reason for this.

On September 18th 2019 the unions ABVO/NAPB had a joint board meeting. In our meeting we came to the conclusion that we are not holding our silence about this matter any longer and that we need to go forward.

A number of issues has not been in place since 10/10/10. One of the main issues is a signed and approved Function Book which would allow all persons employed within the KSPM to be placed properly and corrected salary.

There are a number of issues that are being discussed, and the representing unions are not aware of and we are being totally shut out. In a previous press briefing dated September 18th 2019 by the CCSU in the Daily Herald that the Function book that was symbolically signed on June 3rd 2019, will be linked to the “Rechtspositie Korps Politie Sint Maarten of 2011. This is inaccurate information, as the Function book from 2011 has never been signed off or didn’t go through any legal channels mainly the CCSU and the respective unions. Even from the time of the former Chief of Police and present Chief of Police there was only one Rechtspostie regeling. The Rechtpositie that is being used for

the workers indeed are the old “Rechtpostie KPNA 2000”. This one is still in use and outdated and until the new one, that the former Minister of Justice Kringdongo has worked on fall in place . For everyone to get a better picture on the 2011 LBHAM its cleary on the website to see. Another piece of inaccurate information is that the cabinet of the Hon Min of Justice has, is about the placing and appeal committee. Sint Maarten never had a placing and appeal committee that had work on police matters. Coming in into 10-10-10 all the paperwork regarding placement, salary etc for the local police personal was made up in Curacao and handed over to the personel.

The Minister has agreed to proceed and work with the Rechtpositie Korps Politie Sint Maarten 2016, as its more accurate and carries all the necessary changes.

Numerous of time we requested meetings with the Minister of Justice and there was always an excuse for this not to happen. It only happen on September 13th 2019, with the CCSU.  The unions find that this is no type of respect for them and their members. They are under the impression, that the Hon Minister want  this to go his way or no other way. They,  the Unions have been  getting  a lot of empty promises. The time has come for us to break our silence, and a course of action needs to be taken.  It’s been way too long that we as Unions are being treated unfairly and with no respect.

As unions they remain focus and observing every step. They are of the opinion that honorable Minister of Justice V.H.C. de Weever should sign the above mentioned correct “Rechtspositie KPSM 2016”.

It is essential to ensure the safety, security of our people and the country.

It is imperative that this Government start to invest in the strengthening of its law enforcement agencies. Based on these latest developments The Unions plan to inform their members on due time, in order to hear from them, their opinions and gave their Union the mandate. There comes a time, when we hear a certain call, when the KPSM must come together as one”.

“We must shoulder our responsibility and act with a sense of urgency and common purpose”.
