
The site visit organized last Friday at the library made it possible to measure the extent of a project that has become emblematic for Saint-Martin. Around President Louis Mussington, Vice-Presidents Dominique Louisy and Bernadette Davis, technicians, project owners and companies toured a profoundly transformed building, still under construction but already carrying a new ambition.
Far from a simple rehabilitation, the project combines major restructuring and functional adaptationThe building, which remained dilapidated after Hurricane Irma, revealed unforeseen constraints, forcing teams to adjust plans and budget as work progressed.
A building redesigned for new uses
The media library will incorporate a cyclone shelter 390m medicalized2Outside of alert periods, these spaces will host sports and multipurpose activities, including a dance/music/gymnastics space to the jointed parquet floor. The amphitheaterpreserved in its original location, will become a true performance hall of 215m², with a capacity of 200 seatscomplemented by dedicated storage spaces.
The upper floor will house the main cultural and educational hubs, with a 400m² media library/library, a youth area with a capacity of 100 people, audio, video and digital zones, as well as a type of café-restaurant Micro-Madness opening onto a front terrace. A 390m² rooftop will complete the set, as well as a multipurpose room of 110m2. Accessible to everyonethe building incorporates elevators and solar panels covering part of its energy needs.
Initially estimated at between €8 and €9 million, the overall cost of the operation has now reached 11.010.000€ (FEI €3M, CCT – State €3,05M, SPRING €1M, SXM Community €3,96M). The works, which began on January 10, 2025, should to be completed by the end of 2026, “if all goes well”. _Vx
