
Prefect Cyrille Le Vély and First Vice-President Alain Richardson presented the territorial employment diagnosis, a shared assessment with France Work, DEETS, the Community, theITSEE and CARIF-OTEFThey all emphasized the importance of having a accurate snapshot of the labor market to act effectively, particularly towards young people and the most vulnerable groups.
The study confirms a real local dynamic, with Nearly 11.000 recruitments carried out in 2024 in 969 companies. But it also reveals significant job insecurity: 52% of these hires are temporary contracts. Most importantly, nearly 2.500 young people aged 15 to 29 are classified NEET (neither employed, nor in training, nor in education), representing 47% of inactive individuals in this age group. This level is significantly higher than the national average, which hinders the development of local sectors Even though the island is experiencing a labor shortage in construction, healthcare, retail, and the green economy, 75% of hiring projects are considered difficult. The restaurant industry remains the primary provider of permanent positions.
A qualification level that is still too low
The diagnosis also highlights the fragility of the qualification level35% of the population has no diploma, and only 18% have a two-year post-secondary degree or higher. Young people are more highly educated than their elders, but too few reach the skill levels required for emerging professions. Meanwhile, 22% of residents are registered with France Travailwith an overrepresentation of women and those aged 30-49. The dynamics of job seekers remain characterized by high turnover: 59% of those registered have been registered for less than a year., but a core group of over 600 people has been registered for more than three years.
For the prefect, the priority now is to transform the island’s human potential into a true engine of development. The launch of the “identification and remobilization” systementrusted to the Compagnons Bâtisseurs and ALEFPA, should allow us to reach out to disengaged audiences. The establishment of an RSMA is also seen as a structuring opportunity to offer young people more sustainable prospects for integration.
