The Regional Health Agency The Regional Health Agency (ARS) of Guadeloupe, Saint-Martin, and Saint-Barthélemy has responded to the controversy sparked by comments made on social media by Sébastien Galleyn, director of the Louis Constant Fleming Hospital Center (CHLCF), who took office on November 20th. An old post, predating his appointment, recently resurfaced and provoked strong reactions.
The Regional Health Agency (ARS) indicates that it was contacted after the dissemination of this comment, considered reprehensibleThe facts have been established: the publication did indeed originate from the person in question, even though it dates back several months. Given their seriousness, all the evidence has been forwarded to the National Management Center (CNG) of the hospital public service.
The comment in question “I don’t entirely agree. Immigration isn’t the problem. In France, there are many different kinds of immigrants, many of whom don’t cause any problems: Europeans, North and South Americans, English, Asians, and so on. The immigration that causes problems is that from Africa, North Africa, and generally from Muslim countries.”
The CNG’s director general believes that these remarks constitute a breach of the obligations of discretion, dignity, impartiality and probity inherent in the functions of director of a public health establishmentShe has decided to open disciplinary proceedings and will interview Sébastien Galleyn on Monday, December 22nd. The CNG specifies, however, that respecting the rights of the defense requires certain unavoidable delays.
At the same time, the ARS carried out a report to the public prosecutor, in accordance with article 40 of the criminal procedure code, as soon as facts that may constitute a criminal offense are brought to the attention of the administration.
