URBAN POLICY / Priority Neighborhoods: Consolidated commitments until 2030 | FAXINFO

This December, the Collectivity of Saint-Martin and the State officially renewed the mechanisms of the City politics during a signing ceremony marking the opening of a new cycle of commitment for priority neighborhoods in the territory.
 
The city contract Neighborhoods 2030 Commitment, the framework agreement of the Educational City 2025-2027 and that of the Educational Success Program will shape public action for the years to come. The city contract for the period 2025-2030 is based on 6 major strategic priorities to which is added a strong cross-cutting ambition: well-being in one’s neighborhood, employment and economic development, parenting, access to rights, education and sport.
For Louis Mussington, president of the Collectivity, “what we are signing today is not not a simple administrative document”But it’s a major strategic tool.” He reminded everyone that urban policy now concerns three priority neighborhoods Sandy Ground, Quartier d’Orléans and Saint-James, recently integrated. “These neighborhoods concentrate immense strengths, but also real vulnerabilities. Our collective responsibility is clear: to reduce inequalities, restore confidence and offer concrete prospects.”
Youth and parenthood occupy a central place in this new programming. The president emphasized the need to supporting families to prevent breakdowns and secure children’s pathways “We cannot build children’s futures without supporting their parents.” The renewed Educational City thus strengthens the alliance between the State, National Education, local authorities, associations, and cultural and sporting stakeholders, while the Educational Success Program provides individualized support for the most disadvantaged young people aged 2 to 18.
Le Prefect Cyrille Le Vely He emphasized the importance of this contractual agreement at both the national and local levels. “A third of Saint-Martin’s population is affected by urban policy,” he noted, stressing the complementarity between standard services and the additional resources mobilized. He also called for a a rigorous evaluation of the actions taken and a strengthened involvement of the inhabitants “It is essential to verify that what we are doing is understood, perceived and useful in the neighborhoods.”

A strengthened educational mobilization across the territory
The school principals present supported this initiative, recalling that A solution must be found for each student.The main part of Mont des Accords College is categorical: it is unacceptable to hear that a student will not succeed; that would be “the failure of a system, not the child’s.” The headmaster of Robert Weinum High School receives students from all neighborhoods In her school: “We have very little violence within the high school, which proves that all neighborhoods can live together. We must help them become more ambitious.” In the Quartier d’Orléans district, the principal of the Moho Engraved Rock College remember the importance of the framework and guidance that young people need to develop “We must have the same message, from kindergarten to middle school, establish the same dynamic so that young people learn to know each other before they find themselves in general or vocational high school.”
 
Financial and human resources to transform neighborhoods
Vice-Rector Harry Christophe particularly emphasized the role of the educational alliance with families and the emerging projects surrounding the simulation and citizen participation. Soon, “neighborhood Olympics” will be launched. in order to respond to the commitment protocol on the issue of the citizen council: “We will indeed ask the different districts to meet and exchange ideas on both sports competition and cultural aspects, and by involving the district councils in order to truly achieve fruitful intergenerational exchange.”
Beyond the contractual arrangements, the Collectivity reaffirmed a substantial financial commitment, with nearly 500 euros per year dedicated to these policies, complemented by major structural investments in infrastructure, public lighting, and urban renewal. “The development of Saint-Martin depends on the development of all its neighborhoods, without exception,” concluded Louis Mussington, calling for sustained collective mobilization.
