EXCLUSIVE:— Prime Minister and Chairman of Recovery Program Bureau signs contract with Civil Servant.

PHILIPSBURG:— Prime Minister Leona Romeo Marlin and Chairman of the Project Bureau Claret Connor finds themselves in hot water as they recently signed off a contract with a Civil Servant working at the Department of VROMI for home repairs work.
The Civil Servant identified as Gus Caines is a technical employee with the Department of VROMI. SMN News learned that Caines worked with the St. Maarten Housing Development Foundation repairing homes, even though he is a civil servant who did not obtain permission from his employers to conduct work outside of his job.
However, Caines signed off a contract with the Prime Minister Leona Marlin Romeo and Claret Connor the Chairman of the Recovery Program Bureau. The contract is to the tune of $550,000.00 which comes from the Trust Fund.
Persons within Government are now questioning the competency of Connor who was supposed to vet the contractors prior to the signing.
It is further understood that Caines told his superiors that he was unaware of article 51 of the LLMA which clearly states that he needed permission to work on the side.
