WILLEMSTAD:— Last week, SOAB reported after thorough checks that the financial accountability of the HNO by the SONA foundation over the years 2013 up to and including 2016 is entirely in order. The plan is to conclude the financial responsibility for 2017 on this basis this year as well. SOAB’s report is in line with SONA’s repeated statement that all costs for the construction and interior of the new hospital correspond with the project budget as approved by the Curaçao Government in 2013.
At the end of August, SOAB rounded off the assessment of the HNO financial account for 2013 and 2014 and the assessment of the HNO financial statements for 2015 and 2016 followed last week. This enables SONA to report to the Ministry of GMN about the correct use of the received financial means in the context of the hospital project, following the quarterly and half-yearly reports SONA sends to government.
In accordance with its assignment, SOAB provided the GMN Minister with the ‘certified overviews of receipts and expenditures for the HNO project’ over the years 2013 to 2016, supplemented with signed audit reports and the report of the accountant with the findings. SOAB concludes that the financial administration is a faithful reflection of the revenues and expenditures for the HNO project. The report also indicates that the payments for the hospital project over those four years have taken place in a responsible manner in accordance with the guidelines. This means that SOAB did not find no irregularities in the financial management carried out by SONA.
In addition, SOAB intends to complete the financial statement of 2017 in the same manner with the external auditor of SONA before the end of this year.
