GREAT BAY--Minister of Justice Nathalie Tackling said Government remains open to discussions on creating safe opportunities for motorcycle enthusiasts to organize riding activities, but warned that dangerous stunts and unauthorized activities on public roads cannot be permitted.
During the continuation of the 2026 Budget debate, Tackling addressed questions regarding motorcycle activities and whether Government could support initiatives that allow bikers to participate in organized events in a controlled environment.
The Minister explained that the Ministry of Justice had not received any formal requests for organized motorcycle stunt events or proposals that would allow such activities to take place under structured conditions.
However, she said Government is willing to engage with organizers and stakeholders if proper proposals are submitted that prioritize safety, regulation and accountability.
Tackling emphasized that motorcycle stunts performed on public roads without the required permits are illegal and pose risks not only to the riders involved, but also to other road users.
She said any future discussion about motorcycle events would need to consider factors such as safety measures, location, organization, supervision and compliance with applicable laws and regulations.
The Minister noted that the issue is not about preventing motorcycle enthusiasts from enjoying their hobby, but about ensuring that activities are conducted in a way that protects participants, spectators and the wider public.
A structured approach, she said, would allow Government to consider how such events could take place responsibly while maintaining public safety standards.
Road Safety Proposal Could Receive Future Crime Fund Consideration
During the discussion, Tackling also addressed whether road safety initiatives, including the “Right Smart” proposal submitted by MP Sjamira Roseburg, could receive support through the Crime Prevention Fund.
The Minister explained that the proposal, in its current form, does not automatically fit within the existing criteria of the Crime Prevention Fund. However, she said Government remains open to reviewing a revised proposal as part of the 2027 Crime Fund Policy Plan.
Tackling explained that any initiative seeking support through the fund must clearly demonstrate how it contributes to crime prevention objectives and must include specific details before consideration can take place.
She outlined that a revised proposal would need to identify:
• the specific target group;
• the behavior or offences being addressed;
• the role of KPSM;
• the interventions being proposed;
• the required budget; and
• measurable outcomes to determine effectiveness.
The Minister said that a strong road safety initiative requires more than a general goal of improving behavior on the roads. It must have clear objectives, defined responsibilities and measurable results.
She emphasized that Government remains committed to improving road safety and addressing dangerous driving behavior, but initiatives must be properly structured to ensure that resources are used effectively.
Tackling said the Ministry will continue to assess proposals that support prevention, improve public safety and contribute to reducing harmful behavior in the community.
The Minister’s comments form part of a broader Justice Ministry approach focused on prevention, education and targeted interventions to improve safety across St. Maarten.
