GREAT BAY--Exactly one week after Parliament opened debate on the 2026 national budget, Members of Parliament will return to the floor Thursday for what is expected to be one of the most consequential stages of the process, voting on 15 motions and 10 budget amendments submitted during the week-long deliberations.
Among the measures facing a vote is a Motion of Disapproval against Minister of Public Housing, Spatial Planning, Environment and Infrastructure, VROMI, Patrice Gumbs, tabled by National Alliance MP Darryl York. The motion formally expresses disapproval with Gumbs’ performance and management of VROMI, citing what York describes as continued lack of measurable progress, execution and responsiveness in several areas under the ministry.
A Motion of Disapproval is essentially a formal parliamentary reprimand or censure. It records that a majority of Parliament disapproves of a minister’s actions, inaction, policy or performance, but it is not the same as Parliament declaring that the minister has lost its confidence.
There is a notable political symmetry surrounding Thursday’s vote. In October 2021, it was the Party for Progress, PFP, the party to which Minister Gumbs belongs, that initiated a Motion of Disapproval against then VROMI Minister Egbert Doran, who is now a National Alliance MP alongside York.
That 2021 motion was brought by then PFP MPs Melissa Gumbs and Raeyhon Peterson over Doran’s handling of the Vineyard Heights long-lease land controversy. It passed Parliament on October 20, 2021 by 10 votes in favour and two against and was described at the time as the first Motion of Disapproval passed since St. Maarten became an autonomous country.
Five years later, the political positions are reversed. A National Alliance MP is now asking Parliament to formally disapprove of the performance of a PFP VROMI minister, while Doran, the minister targeted by the 2021 PFP motion, is now sitting in Parliament as an MP.
Unlike a Motion of No Confidence, passage of a Motion of Disapproval does not automatically require a minister to resign. It represents a formal parliamentary censure of the minister’s actions, policies or performance and can serve as a significant political warning.
The VROMI motion is only one of a broad range of proposals MPs will decide on Thursday. The 15 motions cover issues ranging from the cost of living and illegal dumping to the blue and orange economies, firearm legislation, road safety, district development and cannabis policy.

- MP Sarah Wescot-Williams: Citizen litter reporting and neighborhood reinvestment pilot.
- MP Sarah Wescot-Williams: Tax incentives for charitable giving.
- MP Sarah Wescot-Williams: Community Driven District Development Fund.

In addition to the motions, MPs will vote on 10 amendments to the 2026 budget, proposals that seek to move funds between existing budget items and redirect allocations toward priorities identified during the debate. The meeting begins at 10:00am.
